The release statement was there were two language files changes. So look in the language files, not the style files. I believe they are:

1 - edits to make to: language/en/email/admin_welcome_activated.txt
2 - a new version of the file: language/en/email/pm_report_deleted.txt

Yes, but he's specifically looking for the style changes (which there are none), not the language changes.

phpBB is more than SEO friendly as it is. In fact. your post is already indexed. That being said, once the RC phase has been hit, no additional features are added; ergo, if an SEO feature were to be added (which is very unlikely at the time being), it would not be added now.

Yep it is, but it's not only how SEO it is. Also the populairity; Google uses PageRank

Wildly off-topic, but 12:00 pm is actually earlier than 1:00 pm. 12:00 pm follows directly after 11:59 am. Totally confusing, I know. One of the reasons I prefer 24h time notation.

Update took around 10 minutes, including browsing through a few things and testing some stuff out :)

The best thing we can do if we want the Russians to let us be Americans is to let the Russians be Russian.

I could not read the previous posts because I do not know English well and you see evil google translate the site.
I have a project to be undertaken on the basis of phpBB and would like to know what is lacking in the stable version so as not to adjust everything again.

After the Release Candidate (RC) stages are finished (aka all the major last-minute bugs have been ironed out), they will release the "Gold" version, which means that 3.0.5 will no longer be the latest stable version; 3.0.6 will become the latest stable version and will be available for download on the main page.

It depends on what you're trying to accomplish. In most cases, the changes between these RC versions and then to the stable version will not make too big of a difference, so you won't have to change/adjust much, if anything.
