actually , it is a spamhaus issue. that problem you linked to is about a problem with the email server attached to that IP address. in my case there is no email server associated with the IP address in question yet spamhaus keeps blacklisting the IP address for spam email issues. it is simply a mistake by spamhaus and I can find no way to even contact them about it. everything spamhaus says about how to fix the issues relate to email settings on the server. there are no email settings on the server. this IP address is not a hosting account or email account it is simply the IP address that my ISP gave me when they hooked up my internet service a week ago.

Spamhaus is the only organisation that can fix this for you, and as such you will need to ask them. There is nothing we can do here.

Hi Paul,
couple of questions;
1. is there a way in your settings for spamhaus that you can whitelist an IP address?
2. when spamhaus has such a bad reputation for false positives, why does phpbb still continue to use it?

2. I have no idea. This has been in phpBB since 2007, and hasn't been chanced since as far I know. But as said before, this is not the place to discuss core changes.

don't know if i'm way out in left field on this but i did run across this...
IP address spoofing, or IP spoofing, is the forging of a source IP address field in IP packets with the purpose of concealing the identity of the sender or impersonating another computing system
could it be possible that someone is doing this and your IP just happens to be the one getting hit?

I assume that would be possible. however, I have no control over the IP address my ISP assigns me. I can't even file the form that spamhaus requires to clear the blacklisting because it requires the owner of the IP who has an email associated with the IP. MY ISP is the only one that can deal with spamhaus and they keep telling me I have to deal with spamhaus etc. etc.

Not sure that is true, it certainly wasn't the case a couple of years ago. Perhaps there is another form.

I had the same problem when I was on a cruise using a satellite connection which Spamhaus was blocking. I filled in a form and a couple of days later the IP was unblocked

It's my understanding that if they(can't remember if this was them specifically or some other service) get a high occurrence of spam from IP's belonging to a specific ISP, they'll start blocking that ISP's users. Maybe it's a ISP wide(or at least a specific geographic area of that ISP's customers) that's being blocked.

Spamhaus blocks whole subnets, not single IP addresses. Most likely "your" neighbourhood is involved in something considered spam.

It appears his ASN has quite a few naughty spammers withen. And it looks like these poor people have had their routers busted open by a hacker to turn it into a zombie bot through port 2000.

I interacted with Lumpy through PMs and I checked his IP out with several websites and his router hasn't been turned into a zombie botnet. So the premise that Spamhaus uses subnets, CIDRs or ASNs may ring true based on Stop Forum Spam's data on this ASN belonging to his ISP.

Edit-

It would be prudent for this website to instead use the Stop Forum Spam API instead of relying on Spamhaus. Waaaay more effective and I use it myself. After all, it's free.

Lumpy, if you haven't already, make sure your modem and/or router has and always has the latest firmware. Change the default username and password in both the router and modem. You don't have any open ports, but a CVE plagued firmware can be a gold mine for a hacker to turn you into another botnet.

I'm curious. What is the make and model of the modem your ISP gave you?
