I was wondering that too...because 3.0.12 hasn't even been released yet :/

No, that was done here: http://area51.phpbb.com/phpBB/viewtopic.php?f=3&t=43975 None of the blockers on 3.0.12 will have database changes, so there is no reason to wait for its release.

probably not anytime soon. many of the things in it do not apply to 3.1 and time will tell what types of tools might be needed for 3.1
