The only crux is, that the mods are now much harder to code and much good mod authors not go back to program further :(

To be fair, I really like 3.1 I might convert all my forums over to phpBB 3.1
So this tells a lot on the release of it.

As a worldwide package I don't understand a new release is out only with a English language pack.

Download page tells see download link for additional language pack but there is no for 3.1 as far I found.

That is something we want to improve in the future, it should be as easy as "go to the acp and click on install"

There are several additional languages for 3.1 already. French (both casual and formal), Russian, Dutch, Italian, and more. 11 translations published in the first 36 hours.

Translations take time, and being that most (if not all) translations are community-submitted, it requires some time for those folks to get around to translating every language string. It's a very time consuming process as well, considering that translators can't just translate word-for-word. All strings must be translated with the correct context.

Have patience. Rome wasn't built in a day.

Regarding the translations I would like to suggest phpBB Group to use a tool like oTranCe: http://otrance.de/en/
It is really powerful and it makes it easy to collaborate - several users can work together on the translation, and it is easy to see the progress and if new texts are added during lifetime of the phpBB-version.
If phpBB Group needs someone to manage users and such, I would be happy to help out!

We don't do the translations. A group of other users do so they use whatever method they find easiest to perform the translations. In most cases it's just one person per translation as well so collaborating isn't necessary in those instances. Plus we don't distribute other languages with the software. In the future there might be some facility within the admin area to download and automatically install language packs, as nickvergessen said, but that will still reside outside of the software. Looks like a neat tool but I'm not sure it fits in with what we do here. You're welcome to provide further details though.

No, I know that you (phpBB Group) dont do the translations. I did not mean that. I have been involved in the Swedish translation several times.

With tools like oTranCe you can easily manage the translations and add new textstrings for all translators to see. There is a nice overview over the status of the languages.

It is then easy to make a check out for new releases so that they contain the languages with status 100%.
