Not many hosts use "the newest one". Just get it updated a bit. Sometimes you can do that in your cpanel

You should see them with an account with the right permissions. (eg full admin rather than standard)

If it exists and I've missed it, please forgive me, but since it was not pushed into my face, as it should have been, I suspect some blame lies with the developers...
It's all in the changelog. This document is also in each phpBB package. ;)

There isn't one. The kit was originally made to fixing tool for common problems. Until we run in to any we won't need it (yet).

Hmm, no, that's not what I'm talking about. I'm referring to a document or preferably webpage that clearly outlines all the main changes between the 3.0 version and 3.1

There are many changes in workflow for admins that should be clearly explained. Digging laboriously through the changelog is does not cut it.

Alternately, create a webpage like this "Get Started page for FireFox. I bet you'd have a lot of very grateful admins and site owners.

Yup, not what I need at all. That's just a helicopter overview of what's new in the broadest sense.

that and a little time clicking buttons in the ACP will tell you just about everything there is no know about it.

apparently what you want ( whatever that may be) does not exist and is not likely to in the future.

That's closer, thanks. Put a link to that in the Announcement.

Still, it's not a document that concentrates on what's changed from 3.0 to 3.1

There really is a need for such a document, if anyone has the time....

Your server must be running PHP 5.3.3 or higher. If you meet that requirement (as well as the other requirements), then you're fine.
