Nobody can speak for everybody else unless they have a mandate to do so so I can only assume you mean me and everybody else has to agree.
If you really want this change you can either post an RFC on Area51 or request an extension, it's that simple.

Same here. I don't understand why it can't be set by the admin when they set up the forum.
