We used to offer an update package from 3.0.13-RC1 to 3.0.13 for people testing the 3.0.13-RC1 release on that page. There was no typo. We are not providing update packages from 3.0.13-RC1 to 3.0.13-PL1, since we expect only experienced users to install RC releases. Thus, you can no longer select 3.0.13-RC1 as a version to update from on that page.
