Well I checked the last 5 update ZIP files for my two forums, I can go back to each point release since 3.0.0, and web.config has never been part of the file.

I will however post in the other forum section as you suggest.

Yes, update ZIPs. They contain only changed files which means that we've never changed that file in one of these releases. ;)

which means that it is part of the full package and there would be no need for it to be in the update packages.

When can we expect to see some new features coming in phpBB 3.1, plus a new default theme. Past 3 or 4 releases have just been bug fixes and extra hooks added.

3.1 has been feature frozen for over a year now so you shouldn't expect any new features in 3.1 at all. Any new features will be in 3.2.

I'm confused. i have 3.0.11. says the latest version is 3.0.14. But I don't see 3.0.14 anywhere. All the links seem to take me to 3.1 or 3.2 downlaods. What am i missing? Thanks.

However you must keep in mind that 3.0.x hasn't received any patches for over 3 years now. It's not recommended to keep using unmaintained software. Also: phpBB 3.0 isn't compatible with recent PHP versions so once your hosting provider drops support for PHP 5.6 you're kind of doomed.
