Maybe a better question is what kind of hardware does it take to run a forum and website of this size?

The phpBB web servers are:

viewtopic.php?f=14&t=2090394&p=12783385 ... #p12783385

The OSUOSL Database cluster has some details here:

Not anymore really. Our infrastructure is rather more complex than this now.

We'll do a blog post on this at some point soon but we now have a large number of VMs hosted on one of OSL's own clusters with only a couple of virtual machines (such as our download or email server) on our old machines. This was because our old machines were becoming less reliable and eventually they will be entirely taken out of commission.

For phpbb.com (the part you're using right now, not any other subdomains) our DNS is handled by cloudflare, which is pointed at a virtual ip address, which points to one of a number of load balancers, which then passes the request onwards to a (non-accessible directly) web server. We also have varnish (and ESI) in place so a lot of requests don't even hit apache/php/databases etc. The web server then connects to a database on a domain which is pointed at a virtual ip address. That virtual ip address is normally pointed at the main database server (mysql1) but should mysql1 fail, it will switch to point at mysql2 which is a read-only slave of mysql1.

Correct (in that we don't pay a monthly fee) but also not entirely correct that's it all just free. We buy a lot of the hardware we use, then it is essentially colocated in the OSUOSL Datacentre and they assist with sysadmin work on some of our VMs. This doesn't apply to all our VMs though for reasons above.
