Great news, good to see phpBB development moving forward. :)

Am I right in assuming that official support will be offered for 3.2 from now on forward? Or will this be a change from before and will support only be offered for the stable releases?

Better you do that in localhost first, as a thumb of rule.

Else -> You could do a DB backup first and then try it out.

Can I go from 3.1.6 to 3.2.0 with php7 installed, or do we need to downgrade php to 5 for the upgrade process, then put php7 back on once upgraded to 3.2.0?

The 3.1.x serie does NOT works under PHP 7 by any chance.
I would go for PHP5 >= 5.4 - make Backups - first.
Minimum required for 3.2.x is PHP version >= 5.4.

The php 5.4 minimum is implied. Backups are created of the original files/db, I'm not in a production web environment but a closed development environment. All I want to know is whether the server should be running one of the supported versions of php5 whether it's 5.4, 5.5 etc etc during the upgrade from 3.1.6 to 3.2.0, then switch back to php 7 afterwards.

That should work fine. In fact you should be able to upgrade to 3.2 while already being on PHP7.

Was the updating process fixed? EG, a user clicks on FTP upload and the script may generate a time out error leaving the user no way to start from "square one" to try again (without deleting the two files created within the store directory). I did mention this in IRC but not sure if anyone picked up one it and pretty sure a ticket has been created for it already but not sure.
