Again, nobody "broke into" our network for computers. Point of entry was a third party site.

I have used xamp, wamp, etc. etc. they work just fine for a short while and then they all start running very very slow. like over 30 seconds some time to load the index.php file for phpbb.

Really? I've used WAMP and later MAMP for years without any problems. True, nothing beats the native LAMP I now have running Ubuntu, but for sure WAMP and MAMP beat any back-and-forward FTP-ing.
