Just to clarify: phpBB founder / administrator or any other user from the phpBB user management are not involved in this process.
It is the php / web server user which is operating on the files inside phpBB.
Is this user different from the ftp-user?
Can you delete other folders from the file system with the ftp user?
Has your ftp client program any information about the owner / group of the folder?
And maybe ask the host, why the ftp user is not allowed to delete a folder from his "own" file system.

The host apparently replied that this would have security implications so that urged me to try and find out whether it's true or not (and not being apache/server literate doesn't help :? ).
Spelling is freeware, which means you can use it for free.
On the other hand, it is not open source, which means you cannot change it or publish it in a modified form.

I think the problem is that whoever the host is just has no clue about how to run a web server etc.

you know, kind of like godaddy.....
