To make sure that the changes I did to the layout are the latest?

Well that's what I've been doing for that, but one of my forum user had to empty his browser's cache even after the 'cache purge' to see the forum style as it is suppose to be. He uses Chrome.

That will not always force the user's browser to reload the browser cache.

There is a way but you need to be careful as to how it is used and that is to set the version in stylesheet.css

I don't, but never mind.

Purging the board cache will not always update the browser cache, especially where css changes have been made. I agree that it will reload html changes.

If you thing back to a version update in 3.1 (cannot remember the exact version) where there were major problems with the style not being updated and the solution was to add a version to the stylesheet entries.

The reason that you need to be careful in using this is that phpBB uses it and if you were to set a version now that phpBB were to use in a future update then the phpBB version would not take effect.
