That's relatively close to the max numbers of simultaneous visitors ever (± 13.000).
Is this putting a lot of stress on phpBB.com?

Yeah, we are working on it. I have blocked a bunch of stuff and it should become better.

I have been getting timeouts for days. it says it is trying to make tls handshake and then just times out. sometimes I get the 503 etc.

Considering that guest also are "activity", one of the boards I'm maintaining had more than 500 simultaneous guest during a period of about 2 hours. Needless to say that the board was crawling. Mostly Russian ips and about 50 African.
Other boards weren't affected (yet?).

We saw a very specific type of traffic coming in that for sure weren't real guests. That's also why we were able to block it pretty easy, but due the way our servers are managed we needed to wait until it was in chef, and between that we needed to restart something every 30 minutes.
