It doesn't, please stop providing incorrect information. If you need assistance in properly upgrading start a topic in support.
I doubt that. You likely replaced the config.php file with a blank one (file replacement method does include that file as one you'd need to remove before doing the file replacements) and thus the software correctly assumed it was a new installation. Restoring the files also restored that file and is why everything was working for you again. Regardless there is nothing in the installer that would delete your forum database as you alluded to.
