The Proteus launch page talks about a new better process for updating phpBB starting with this version. How will this work exactly? Have a set of steps been defined? Or do we have to wait for 3.3.1 to find out?

I don't think that list is up-to-date. Last template added was from 3.2.6-RC1 ... I thought some were added after that .. ?

Correct, is not up to date.

This is a forum permission: "Can use emoji and rich text characters in topic title". You'll find it under user permissions and it is enabled by default. It doesn't look like it can be toggled at the forum level.

It also works in the subjects of replies.
