If there is a chance the person can get the advice needed to do the job themselves as a first resort rather than paying to fix free software, they should be told, it's the decent thing to do, especially as learning to update the forum themselves is something that will be beneficial to them in the longer term.
It is here to help people with the operation of their phpBB forum. Some people want to learn how to do it themselves, and some want to pay someone to do it for them. As an open source project, we of course encourage people to learn the system and even contribute back to the community. However, none of that is mandatory, and we do not judge those whose expertise lies outside of technology and who would rather pay someone to maintain their forum. If this does not jive with your philosophy, I encourage you to stay in the other forums.
Of course, if someone asks for assistance with a matter that has a KB article, or a previous write-up of how to solve it, there's no problem with linking to that. But again, and I can't stress this enough, there is absolutely no problem with folks who want to pay for services rather than doing the work themselves.
