Hi hope everyone is fine and here is my first post in this forum and would like to use phpBB in my site
My site is like a blog where I will write about money-making techniques about SEO, blogging, affiliate marketing, and social media.
I would like to have a forum to let users discuss and have conversations on the latest topics. I would like to know whether i can do the following with Phpbb
1) Can I allow users to create and write a blog on the forum
2) Can I use adense after every first post in the forum
3) Can I block the spammers using their IP
Thanks

Yes - but it will not serve much purpose as a spammer can, and will, change their IP address many times. There are better ways of preventing spam.

phpbb is not a blog. a blog is somewhere that you post your thoughts etc. and either do or do not allow comments from readers.
you can not really have a discussion on a blog. a bulletin board /dicussion board like phpbb allows you to post your thoughts etc. and allows readers to join in a discussion with you and others about that subject.
very different types of communication.
phpBB will work just fine for what you are wanting to do , there are thousands of boards out there with the same type of
subjects and discussions etc.
there are also, thousands of blogs out there that are about the same subject but they are not disucssions about the subject, only individual's comments.

I'm baaaaaccckkkk. still doing work on donation basis. PM your needs.
There are better ways to block spammers, like using a good Q&A, mandating that first posts require approval, and maybe even using one of the many anti-spam extensions in the extensions database.
I'm just a regular member of the phpBB Community. I do NOT represent phpBB.com in any capacity and my opinions are solely my own.
