as a thumb of rule, that's it IMHO. Which users? - none of my users have ever expressed such a need.
...and get off my lawn. I would imagine the younger generation used to their phone going off all the time would find this useful. The one thing to remember about phpBB is you have wide range of people using it and for different purposes, I have a moderator that is pushing 90. While I'm sure you and I wouldn't find such a feature useful the younger crowd that almost expects such a feature would.
Users needing or wanting something needs to take a backseat to securing their data. Given the numerous security issues over the years with this product I would decline to install it. Since phpBB is responsive the ability to interact with forum is largely duplication of the just visiting the site. If you need the push notifications take look at the link you posted above.
