If you think that phpBB 4 will be out this year then you can start developing your styles now because if it is out this year it will still be using prosilver. Chameleon, in my opinion, is at least two years away at the current rate of development.

If it is then that will not happen until Chameleon sees the light of day - and personally I cannot see anyone spending their time on a major rewrite on something that will only have a limited life.
