Will this have a functioning cash system built in? Or not?

No, phpBB 3 is now feature frozen... so what you see here is what you get in the final release. I'm guessing it won't be too long until one is developed as a MOD though.

Probably RC1
As for Cash, not gonna happen, not a "forum" feature sorry.
