That's a bit of a clumsy transliteration as it would mean "creating (ie: founding) society"... thing is, society already exists. The existing team-only shirt has 連接社區 (or rather, 连接社区 as it was in eew-yuck simplified script), which has a better & more natural sounding "connecting communities".
