what is this for? what you are trying to accomplish? end goal? etc.

phpbb does not send email it has no email service. it can only use the email servers you make available to it from settings in the admin panel.
normally, you create an email account with your host. you use that to send email from the board.
you would then use whatever email software you wish to check email etc.

I think he is saying the number of posts allowed for a given time frame.

Something I can relate to having at times sent hundreds of emails to competitors on events in the past (Not through phpBB) and being limited and potentially flagged as a spammer.

Moved this to the custom coding section as that would be required for integrating their code.

However they allow for SMTP which phpBB already supports out of the box, you might want to try that. When you go into the ACP hit the email settings link on the left.

https://elasticemail.com/resources/settings/smtp-api/
SMTP Configuration

Almost all third party SMTP clients, Servers, CMSs, and Plugins will use these settings to connect and relay mail through your Elastic Email Account. We don't know of any software that supports SMTP connections that do not work with Elastic Email, but there is a list of CMSs and Plugins that are designed to work specifically with Elastic Email.

Username
Your Elastic Email Account SMTP Username is the same as your Elastic Email Account email address that you use to log in. However, you can also use your Elastic Email API Key as the Username. If you are using cram-md5 authentication you must supply the Email Address for the Username and your Elastic Email API Key for the Password.

Password
Your SMTP Password is your API Key. There are some systems that limit the character length of the SMTP Password you can provide. If this is the case please contact support to get your API Key shortened.

Server
You can either use smtp.elasticemail.com or smtp25.elasticemail.com

Port
We support the following connection ports:

25, 2525, 587, 465

We support TLS and SSL connections. Make sure the connection port you are using is open on your own server.

Check with your host which ports they have open or you can try different ones. Note that whatever ports your ISP has open may differ from your host so testing it on your ISP can only tell you if the account is active.

Try 465, that supports SSL. Not positive but 2525 doesn't support SSL and that may be the reason for the error if you have SSL checked.

------edit--------

When you have it successfully configured register with an email address using this service.

https://www.mail-tester.com/

You will not get perfect score but you need to pay particular attention to reverse DNS errors, most email providers will drop that into blackhole. You should also fix anything to do with SPF. A valid SPF is usually the difference between an email landing in a inbox and spam box.
