The way it works is you create a .php file (whatever.php) and an html file (whatever.html). The php file goes in the root of your board and the html file in the template folder of your style.
This is getting on a bit but I believe it still works, I’ve not tried it this the last decade, if not ask: Knowledge Base - Add a New Custom Page to phpBB
Add the following line to your root .htaccess:

DirectoryIndex whatever.php index.html index.htm index.php app.php
(tons of info available with a search)
Note: You should have only one DirectoryIndex line in .htaccess.
And then whenever someone accesses the board root the the php file calls the html file.

There’s the Pages
extension but I don’t think that does what you want. Maybe you can use it just to make the two files?
