It sounds like you are just deleting your temporary internet files/cookies?

"Purging your cache" means purging your phpBB cache on your server. If you change style elements, like HTML or CSS files then phpBB will continue to serve up cached copies of the old versions until you purge the cache.

PS no one should need to restart or hard-refresh the browser anymore since all style files are re-versioned whenever the cache is purged. The only exception is when a CSS file is imported into stylesheet.css. In that case, you need to re-version each child .css file manually by editing stylsheet.css and then purge the cache. This way, no users have to hard refresh their browser. I found this out when changing forum logos (as it set out in colours.css and responsive.css).

What you could alternatively do, is have regular returns in your site description, so you can easily edit it from the ACP.
Then in your overall header, replace {SITE_DESCRIPTION or {{ SITE_DESCRIPTION }} with: {{ SITE_DESCRIPTION|nl2br }}.
That will replace new lines (that aren't rendered in HTML) to HTML <br> tags.
