How to Edit phpBB Contact Page

How can I edit the contact page? I want to add a message which contains a HTML before the Recipient. I've search meberlist.php but I can't figure out where to edit.

This is what I want to achieve, I did this while inspecting the elements on my browser, but I want to add it to the page's file.

now, that is a form that is used for several different purposes.
if you add any html to that line, it will appear no matter what the form is being used for, not just for the admin contact form.

maybe if you told us exactly what you want to do we can help you with the details of the edits needed.

try this;

open that file in your text editor.

on or about line #5, find this:
<!-- IF S_CONTACT_ADMIN-->
on a new line after it, put your html that creates your message.

save the file and upload back to the server.
purge the cache, refresh your browser.

test.

I thought you only wanted it to show up if it was the contact admin page, and, the image you showed put the new message above the form.
