How to display html element if user is admin?

How to display html element if user is admin?

I know this has been asked a lot here, but all answers I found weren't complete. For example I found this answer ($auth->acl_get('a_');). How do I access this $auth object in the first place? I need that boolean value to be returned on custom php page which I included on index.php.
