Well, this convertor is based on the phpBB Unified Convertor Framework. The phpBB developers would have to handle those requests

After you upload the files, you go to http://www.example.com/phpBB3/install
. There will be a tab labeled "Convert". Click that. Then you'll need to choose to convert from SMF to phpBB3. Make sure all of the settings on the next page are correct (it will tell you if they are not). Then the conversion occurs, and you simply need to wait for it to complete.
