Most likely your cache folder does not have 777 file permissions. The error seems to be a result of not being able to write to cache.

Since I'm not seeing that any phpBB 3.0.7-era functions_messenger.php even has a line 1653, I expect we're looking at some kind of custom coding that exists on the board. Which would also explain why the request seems to be trying to retrieve contents from a https://t9r.co/ URL, based on a phpBB URL being passed to that site.

If you're aware of why your board is trying to communicate with https://t9r.co/, is it possible this service or whatever the custom code was attempting to do is simply offline, and the https://t9r.co/ site or service being down/offline is what's causing this error. Or maybe the site needs to you do something / register / pay a bill in order to continue using whatever that service is.

Otherwise yes, I think you'll need to wait for someone to PM and agree to take a look at the site. Because I'm not sure anyone knows what the functions-messenger.php is trying to do on your site, or what bigger picture those changes might have been part of.

Thank you! I really appreciate that apparently it was solved for a day and then when I checked in this morning it was happening again..

Yes, that's indeed some custom coding in there it was made because https://t9r.co is used to just shorten the very long link it used to do, but out of nowhere a few days ago I started receiving that error, what should I do? :( I own that website as well

I do not have a solution, but hopefully someone with the time available for hire gets in contact with you.

Since you've now indicated that https://t9r.co is your site as well, I think you are ultimately looking at a non-phpBB issue, and something that is functioning differently on the https://t9r.co site, rather than on your phpBB site. Not that this should necessarily prevent someone with the available expertise and time to still respond to your Wanted! post.

While you are waiting for that contact by PM from someone who can look more closely at your sites, you may already understand that these PHP errors from your phpBB site are saying that your phpBB server is getting an HTTP 403 status when issuing a request to https://t9r.co/go.php. HTTP 403 being Forbidden, or "not allowed".

Something I observe from here is that a request copied from the error log indeed fails with HTTP 403:

https://t9r.co/go.php?make=https%3A%2F%2Fwww.torreviejaforums.com%2Fviewtopic.php%3Ff%3D11%26t%3D46265%26p%3D420922%26e%3D420922

But simply taking out the encoded "https://" from the URL in the request allows success:

https://t9r.co/go.php?make=www.torreviejaforums.com%2Fviewtopic.php%3Ff%3D11%26t%3D46265%26p%3D420922%26e%3D420922

Therefore my suspicion would be that "what changed" is the mod_security rules; not on your phpBB site, but on the https://t9r.co site. And the attempt to include a full URL in the parameters is being intentionally rejected by mod_security now, as a possible threat and attempt to "trick" the https://t9r.co/ site into accessing an "external" URL from input that was assumed not to contain a URL.

So perhaps also contact whomever hosts the https://t9r.co site for you, to inquire as to whether mod_security rule updates were made that correlate when when you started seeing these errors. And asking them what could be done to either disable the rule blocking this and/or add your https://t9r.co/go.php?make= request as an exception that expects an external URL in the parameters.
