That's not a phpBB constructed database backup, which would contain delete table and create table statements.
I only see an insert statement which leads to a suspicion that you are trying to import data into a table already full of data.
Trucate that table (empty it) and try again.

If that dump is a complete backup then you would have to empty all tables.

Next time when you make a backup, include delete and create statements.

On the other hand, it is not open source, which means you cannot change it or publish it in a modified form.

No its a back up from my cpanel myphpadmin so I'm not sure how to import it? Do I do an export of my current database then modify it with the old and reupload it? I tried to upload the backup from acp I had and it worked but it didn't change anything?

Take a backup of your current database just in case (preferably using the phpBB backup system)
Then put your board offline.
Empty the database tables (do not delete them as your dump doesn't have the create statements)
Import your dump.
Done.

If you have a good backup you don't have to start all over.

I have a back up I created fowling the steps that was posted on here about moving your board to a different domain or folder. So I'm not sure how to import the back up. I can't get into my board to get to acp so not sure how to fix it.

Use your control Panel's phpMyAdmin (or similar) to import your database backup.

It explains how to import a dB in more than one way in the article you read, BigDump no longer works BTW.

He hasn't mentioned his phpBB version, so if he's still using 3.2x with php 5.6 (for example) then Bigdump can still be used.
If his host used Adminer, even better as that has no problems with very large SQLs
