IMHO, in most cases YES, because these topics are read by people having different levels of experience (and understanding) of phpBB.
Also looking up info on banning or inactivating will give different results.
Spelling is freeware, which means you can use it for free.
On the other hand, it is not open source, which means you cannot change it or publish it in a modified form.

That's ok, don't feel bad (not that you did anyway). I have been permabanned from that forum, and I don't want to come back. So, I no longer have an interest in this question!

If your question was about YOU being banned or inactivated on another site it would have help enormously if you'd explained that in the first place.
