"I forgot my password" - Multiple requests

Background info:
I've had quite some issues with the phpBB3.3 password reset function, mainly related to the nginx webserver, but also the smtp server (not phpBB's fault ). I'm currently migrating from a hacked (not phpBBs fault either) phpBB 2.0 board and therefore had to reset all user passwords, so it's very critical that this function is working 100% when I launch the new forum.

Question:
It currently seems like the "I forgot my password"-function is working fine. The only problem I've noticed is that if I use the "I forgot my password" function twice, say twice within 20 minutes, only the first reset email arrives. Is this intentional to prevent password reset spam, or could it be a problem with the function? I have checked all email spamfolders and nothing there.

AFAIK password reset token persists for 1 day if unused, so new email won't be sent until the token is expired (actually sending new emails makes no sense since the token still stays the same).
