Narmally you put the language file both in the language folder and choose in the ACP => boardsettings the standard language for the board and in the UCP for the user.

By the way, php7.1 is to low for phpbb3.3.3 7.2 or higher is OK.

I have 3.3.0, 3.3.1,3.3.2 and 3.3.3 boards running with php 7.1.11

You shouldn't remove the British English pack, but add another language pack.
You mentioned uploading the en_us language pack, but you didn't mention that you installed it.

I suggest you download a fresh BR English language pack and a fresh American English language pack.
Use the British pack to restore your default language files, and then upload and install the American English pack.

On the other hand, it is not open source, which means you cannot change it or publish it in a modified form.

Try a extension for the header image (Sitelogo or Headerbanner)
