Set notify flag default for entire forum

I asked this question earlier : Can I set the checkbox "Notify me when reply is posted" to be ON by default? How?

And got the following response: This is available in the UCP under board preferences.

1) What I mean, I want to set it up at ACP level and let members change it for themselves if they don't want it. The Club members I am dealing with here will most likely NOT check the box when they pose a question.

2) I also want to use the forum as a replacement to mass mail-outs so that I know that all the members got the message.

How can I do that?

In number one you are pointing me to the response to my old question, this is NOT helping

In number 2, I followed the link - thank you, downloaded and installed the extension, then I enabled it through the ACP, but I can't find any instructions on how to use this?

Because in 1 you have already been given the answer

For the extension you have to go to the ACP> "System" tab> General tasks> Newsletter

Thanks again for your feedback. The answer I got for #1 is NOT what I am after, so I assume that there is no such option to enforce this globally by the ACP

For the bulk mailout - this means that the person who sends the newsletter MUST also have access to the ACP functions? This will be unacceptable for me.

Yes of course for the ACP

There is no reliable way to ensure that a member receives an email or a pm, besides you cannot force members to undergo these sends.

When the Club President wants to notify members of a club meeting, what are the options?

When I saw the topic title my initial thought was: simple: subscribe to forum as opposed to subscribe to topic.
But I guess what is meant = subscribe to board

Have a look at: [CDB] User Notification Control [UNC]
Spelling is freeware, which means you can use it for free.

A few points:

1) Which extension is that?
2) What is meant by the following?
Kindly note , this Extension does not allow to Create any New OR Delete any Notifications, it only displays & control's the existing Notifications.
I am looking for something that is BOARD global and once set, it will be applicable to any new post done by the Board Moderator (our RC Club President) and / or by any member posting anything.

At least, we need it for the Moderator.

Please explain

1) with all due respect, but the question: "Which extension is that?" makes me think/realise that I'm really wasting my time.

2) again with all due respect: it means exactly what is written there. I could rephrase it but since English isn't my native language, it would probably add to the apparent lack of clarity. If control's causes confusion, read it as controls (that's a typo by the author). Similarly the OR should perhaps had been NOR to.

2) I am new here, just installed phpBB3 about 10 days ago
3) until now, all the extensions I installed were taken from a hyperlink provided to me as a response to my question.
So, with all appreciation to your feedback,ni am asking again, which extension are you referring to? Is that an extension built in phpBB3 somewhere?

You point me to something called user notification control. This what I am asking about, where do I get this extension?
Do you understand how much I don't understand about phpBB3?

There's a link to the latest validated version: top right of the screen
and at the bottom there's REVISIONS (to the right of SCREENSHOTS) containing links to available versions (including non-validated ones).

Added:
if you're going to use various extensions and perhaps modify some things (even if it's only style related), I strongly suggest you invest some time in a personal webserver (and I suggest/recommend the most basic one to start with: USBwebserver, use version 8.6.6 with php 8.0.7) so that you can test everything on your PC. If you online board runs with php 7.4 then use USBwebserver 8.6.5.
Once you get the hang of it, use a more complete package (e.g. Wamp, Easyphp, XAMPP)

added again: the above assuming you're using Windows.
