403 Forbidden error on brand new install

How did you install your board? I used the download package from phpBB.com
What is the most recent action performed on your board? Fresh Install
Is registration required to reproduce this issue? No
Do you have any MODs installed? No
Do you have any extensions installed? No
What styles do you currently have installed? None
What language(s) is your board currently using? English
Which database type/version are you using? MySQL 5
What is your level of experience? New to PHP and phpBB
What actions did you take (updating your board; installing a MOD, style or extension; etc.) prior to this problem becoming noticeable? Reinstalled board three times. Deleted "Install" directory as requested in Admin Control Panel
Please describe your problem. When going to the url of the forum, I'm receiving a 403 Forbidden error. I am currently logged into the admin control panel just fine. It looks like public_html does not have an index.php file there, could that be a problem? I'm not trying to install phpBB to a subfolder address.

why is that so? The phpBB package contains a index.php in the root directory, therefor you should have one in your board-roots-directory, too.

Did you not upload the complete phpBB packages into the directory, where you would like to have the board installed?
