All the topics are moved topics with shadow topics.
If you look at the other forums where those topics are, you'll see that sort orde is correct there.

The situation is that when you post in the topic (either the moved topic or the shadow topic) you're in fact posting in 1 topic only, and AFAIK it's the physical topic, not the linked one). The topic in which is posted (the physical one) will have last poster and last post_time updated, but not the "link" topic.
I'm trying to find out exactly where that happens (not successfully up to now) to see whether this behaviour is truly intended. Having said this, the phpBB code addicts can probably figure this out in a jiffy.
Personally I would like both topics updated when a post is added or deleted.
Added: just a couple of days ago, there was a topic in which the same behaviour was noticed (viewtopic.php?f=661&t=2612401)
The thing is that a shadow topic points to the moved topic and almost functions as a perfect copy (the posts are the same). I can understand syncing the last post but it shouldn't bump the shadow topic and I'm assuming that is what it would do. It's temporary indicator where a topic was moved too. If I recall correctly this was a problem with phpBB2 and the the work around was to create a post with link indicating where the topic was moved and lock it. The shadow topic does the same thing. If you were going to fully synchronize them it should be an option instead of default behavior.
