I think the garbling out is due to Windows Notepad saving the MODX file as a UTF-8 encoded file. Since I already encoded some of the characters to UTF-8, manually, Notepad saving the document as UTF-8 results in them being encoded twice.

If you're installing by hand, it might not actually make a difference, but if you're installing with MODs Manager, it would make a difference.

Anyway, an updated version can be found here:

One thing that occurs to me, off hand, is that maybe you haven't set the Activation to Admin? Activation Justification only really makes sense when that's what Activation is set to - using User as the Activation mode would mean that users would be justifying activation to themselves, which would kinda be pointless, heh.

What exactly does this do? What is the justification? Do they have to type something in the box or what?

To quote from the MOD Description...
How do you know, when admin activation is enabled, whether or not the person who's just signed up for your board signed up just to spam it? Letting people justify their activation can help you decide exactly who should be activated and who shouldn't be.
To explain further...

if admin registration is enabled, a box appears. As noted in that boxes description, if a user believes they deserve to be activated, they can explain. If you're at a support forum and you have a question, all you need to do is say "I'm trying to use {product x} and have a question" or something.

Presumably, a spammer would either leave that field blank or give a nonsensical explanation.

Anyway, once the user registers, you, the admin, get an email, containing the contents of the registration justification box and you can decide what to do from there.

I don't mean to be condescending, but seriously, what, exactly, about my original description was unclear? It seems pretty self-explanatory to me. Of course, then again, it being self-explanatory to me goes without saying since I wrote it, but still...

Thank you for clarifying because IMO it wasn't very self-explanatory. I didn't know if they had to type something, select something from a dropdown, or what. And even a human spammer could type in something like "I want to try the product" and then spam the place. So, thanks for explaining just what it does, I understand fully now.

Thanks for your response, as well. I guess I can add screenshots as requested by Diet Ebola Cola to remedy that. I normally don't add screenshots because I don't think they add anything, but maybe in this case, they do (them not adding anything doesn't necessarily mean people aren't going to ask - I think asking for screenshots is often a knee jerk reaction)

And yeah - spammers could always say "I want to try the product", but... well, if your board doesn't offer a product, that's a dead giveaway that it's spam. And if your board does offer a product, presumably people don't need to register to try it - rather, they'd only need to register to provide support.

Plus, if they can't actually be bothered to name the product in question, one has to wonder if they even could name the product in question (and presumably, a spammer would have a tougher time doing that).

Hi TerraFrost,
nice MOD! IMO a very good idea!
Perhaps I should add it to the Advanced Double Activation Pack! ;)

Not to fight against this MOD! I think this MOD here is a good and helpfull MOD! Just to help finding the right MOD(s)!

Possible scenarios for the standard situation = running phpBB3 on a webserver at the WWW with SMTP email:
1. Email activation:
+ Only newly registered users with existing and running email accounts can register.
- Users automatically are activated. So their xxx URLs and signatures are visible on the memberlist automatically.
- Do get informed about new users you have to install at least this MOD: http://www.phpbb.com/community/viewtopic.php?t=583923

2. Admin activation:
- faked email addresses are possible =>
- SMTP notification emails =>
(- website added to spammer lists? )
- Disable board wide email with all related helpfull functions?
- every newly registered user have to be checked manually

3. Admin activation + this MOD:
- faked email addresses are possible =>
- SMTP notification emails =>
(- website added to spammer lists? )
- Disable board wide email with all related helpfull functions?
- every newly registered user have to be checked manually, too!!!

4. Double activation
+ not any account will be activated automatically =>
-/+ some newly registered users are asking the webmaster what's going on =>
+ helpfull feedback about like this MOD here offers it, too
+ "always" existing and running email addresses (with version 1.2.1 which is in validation process at the moment)
+ not every newly registered account have to be checked manually - use Prune users with the Prune Users Never Been Active MOD/Fix to prune non-productive user accounts
- a lot of time (about 60 min) needed for manual installation
