Modification description: Add's 2 new permissions to phpbb.

1. user permission to restrict certain groups from accessing forums but can view topic titles.

2. forum permission to select which forums should have the above restriction.

What does the "Restrict access to posts" option mean/how does it differ from the "can read posts" permission?

You could set a group permission for any group so they could only view topic titles board wide, but if you have a few forums you want them to read topic titles in you could turn "restrict access to topics" off and they could see it. Basically its easier for some people to not have to change the permission for every forum.

Strange, i did exaccaly what the instruction said, copy and edited the files. I also purge the cache, but when i went to change permission, i don't see this: "Restrict access to posts"

I can see the forums titles inside the forums but i cannot read the topics, just because i don't see the new option.
