so how does this actually help?
I mean what is it really usefull for?

Where your host limits the number of emails that can be sent at one time

IMO this should be included in the phpBB3 standard package!
IMO the phpBB3 hard coded default value is 50, or not?

You are correct - the phpbb3 default is 50 but does everyone know where to change it, and will you still remember where to do it when you overwrite the file with an upgrade?

IMO if you are using the Automatic Update Packages the code will not be overwritten. But I'm not sure with this.

E-mail package size:
This is the number of maximum e-mails sent out in one package. This setting is applied to the internal message queue; set this value to 0 if you have problems with non-delivered notification emails.

that is in the ACP
with the default of 50

so isn't this the same thing?

This sounds like a great mod if it does in fact work around the "spam block" of host plans/isp plans.
I'm assuming since it is validated that it does work. Ill be installing it to my test forum that is slowly
developing to become my upgrade once all mods installed and passed with no issues.

Not sure why you got so much "negative" reactions from a few users for such a great mod (if its properly working)

Thanks alot for sharing this one. I hated the old 2.0 error id get of "too many emails" when Id try to send
out a mass email via admin panel for upcoming events or major announcment I wanted to send out to all users.

PS I love that avatar simple and hilarious nice one david.
