The MOD installed successfully via AutoMOD. However, I have gotten a few issues beyond that.
List of things to fix:

Move the fr.xml file to the contrib/ folder or else AutoMOD displays two identical MODs to be installed (although I'm assuming that one is the french translation--even still translations belong in the contrib/ folder).
In ACP Rules settings module, there is an undefined language variable ACP_RULES_SETTINGS_EXPLAIN, so if phpBB's debug is on, I can't view the page past that error. I have added my own definition of that variable to the language/en/acp/rules.php language file but you should make your own.
I am also getting following error in that module:
[phpBB Debug] PHP Notice: in file /adm/index.php on line 291: Undefined index: rules_enable
[phpBB Debug] PHP Notice: in file /adm/index.php on line 292: Undefined index: rules_enable
[phpBB Debug] PHP Notice: in file /adm/index.php on line 291: Undefined index: rules_print_enable
[phpBB Debug] PHP Notice: in file /adm/index.php on line 292: Undefined index: rules_print_enable
[phpBB Debug] PHP Notice: in file /adm/index.php on line 291: Undefined index: rules_notify_enable
[phpBB Debug] PHP Notice: in file /adm/index.php on line 292: Undefined index: rules_notify_enable
[phpBB Debug] PHP Notice: in file /adm/index.php on line 273: Undefined index: rules_mail
Which means that for whatever reason, those variables are not getting set.

List of feature requests:

Rule categories
UMIL installer (so I don't have to manually add modules, permissions, and SQL.

I have uninstalled the MOD until the above error is fixed.
I may add to either list above in a new post later as I find new problems or think of other features.

For features, thank you but it's a simple mod (maybe later). I don't want use UMIL (I don't undersant it) for some reasons. I prefer only MODX format.

And that's alright. The features are just a matter of preference, so it should work just fine how it is.

I tried installing again, and I am still recieving the following error:

[phpBB Debug] PHP Notice: in file /adm/index.php on line 291: Undefined index: rules_enable

It seems you forgot to add the rules_enable value to the SQL inserts in the .xml file. Or something. I will try adding it manually and see if it works.

EDIT: Well, looking at the .xml file, it's there. Not sure why it didn't add it using automod, but it added the others. Anyway, I added it manually and it works fine.

Also, the Rules link in the header simply links back to the index page. I'll change it manually to link to the rules page, but I thought I'd let you know.

The error is in the ACP module for the Rules Settings module. The Rules write module works fine and the rules page itself works fine. As I said, I manually created the row and it worked fine then. Not sure why it did all of the other config entries except that one. They're all correct in the xml file unless I missed something.

Its not that complicated. Start with making the install file file finds and edits listed alphabetically that should make it work unless there are other problems.
