[ABD] Group Censor Disable

MOD Title: TheWizard's Self Auth
MOD Description: This mod allows the administrator to toggle whether or not a group is able to bypass the censors. This is useful for forums whom may post code in private forums and have issues with the word censors mucking up their code. With this mode, they'll be able to toggle whether or not a group's access to that a designated forum will allow them to bypass the censors or not.

This again was something I had found useful on one of my forums so I decided to release it since no one else had as of yet. I'm packaging up the mod now and will be posting it shortly. If all goes well and no issues are reported within the week, I'll move it on to RC status.
