It adds a link on the System tab of the ACP so that you can open phpMyAdmin without coming out of phpbb.

Nice :) Had some trouble to understand that I didn't have to put http:// before the link but now it works and I like it ;)

I did not see anything new on the System tab after installation. I am running RC4.

Also, the installation notes state:
If the installation went bad, simply restore your backed up files.
I imagine that there is some SQL work involved that goes beyond just restoring backed up files.

Then you have probably not run the install_phpmyadmin_link.php file

I must have run the install_phpmyadmin_link.php file, or else my "Board features" wouldn't have accepted my entry in the "Path to phpMyAdmin:" field.

BTW running it twice has not helped me.

I do not see ANY changes in the ACP's System tab. For sanity's sake, this is a snap of my System tab:

And has this been verified to work with RC4?

Looking at your screenshot you do not appear to be a full admin therefore you probably have not given yourself permission to use it.

Also have you tried purging the cache?

Yes it does work with RC4

I have a problem :x namely, if is part of the forum features a link to phpMyAdmin'a it still moves me to the board index :x

In the settings I have a link: http://XXX.XXX.XXX.X:XXXX/3rdparty/phpMyAdmin/index.php

And so I transferred to the board index :x
Please help what I do :X
