Logic and code behind email notification

Can someone describe to me how the logic works for email notification to know not to send more emails until the user(subscriber) returns to the board? I'd like to disable it so a subscriber can continue to receive emails. I've added Primehalo's Notify with Post mod but it's only part of the way to a requested solution. This way, a user may read all posts and return to the site only as needed to reply.

Version 1.0.5 supports this feature. You just have to change
