Force people to post a reply before they can vote on a poll

I've found that most people will vote on a poll rather than post a reply because they are either too lazy to give an opinion or they simply don't have one. Well I have a debate section on my forum where people pick anything to debate about but I dont want to put polls unless I get force them to reply because people will just vote and leave which of course defeats the purpose of a debate section.

So does anyone know of a mod or how to build a mod that will force people to post before they can vote?
