admin no longer receiving new registration emails

When did your problem begin? The problem started after upgrading from phpBB 3 to 3.1.3

Our set-up requires new registrations to be approved by admin: in the past the administrators were advised by email when there was a new registration, but these emails are no longer being received. We are not aware of having made any changes to our set-up that could have caused this problem and I have not been able to find anything in the ACP that seems relevant. (Board wide emails are enabled, and "Use SMTP server for email:" is set to "no").
I still receive emails when new posts are made in topics to which I subscribe so there does not seem to be a general email problem.

Any help to get new registration emails sent to admin would be much appreciated.

You get them as notifications at the top right of the index.

If you go in to the settings on that notification page you can also turn on email notices.
