If a MOD author writes a MOD and includes only the edits for prosilver, then that means that board operators using subsilver2 will not be able to use the MOD on their board if it requires style edits (unless they are able to translate the edits for prosilver to subsilver2 successfully, which can be difficult for some MODs). Therefore, many MOD authors (such as myself) feel compelled to also create and provide edits for subsilver2 so that their MOD can be usable for more board owners overall. This then means that the MOD author must keep the separate edits for subsilver2 up-to-date along with the rest of the MOD's files and edits every time there is an update to those areas in the MOD, or in the event that a maintenance release of the phpBB software modifies a part of the style that this MOD originally requires to be modified. Also, the MOD author must now provide support for users of the MOD on subsilver2, which could or could not be a real issue depending on the complexity of the style edits.
Dropping subsilver2 will also help to allow the developers to focus their time on more important things rather than keeping two styles up-to-date and compatible with every new release of phpBB, but that's a discussion for another day.
Also, if you are very much in need of a subsilver2 style for 3.1.x, I am sure that style authors from the community will come together to produce some sort of subsilver2-like style for the new phpBB version (as mentioned previously). It may take some time, but I'm sure it will happen eventually.
