So for us (developers) it's best to hold this of as long as possible. Furthermore you CAN create templates and as Tom said, it's won't get that much easier if there is a barebones template..
that's true, IMO a full list of available vars (where (file.php) and which) is that what designers would need and it would save you time
and AFAIK there will be such a documentation with the final so you needn't create it then
just my thoughts (but i am no designer)
