If you set a rank as special you will also need to assign it to a specific user or users. You do this in the Administration Control Panel > User Admin > Management.
Look up their username.
At the bottom of their profile page is a drop box for Rank Title.
Select the rank from the list and submit.
i dont have that " drop box for Rank Title "option ANYWHERE in my cp.. or on the forum moderator control panel

Hi there.. .im not sure.. to be honest im really lost with permissions, i really dont have a clue which one dose what. im struggling to get my head around the layers and layers of permissions, that are in different areas of the cp ... i just wish there was one page that set permissions and one option for each use
like for example a page you go to.. you see a list of user, you select a user, then set that user a moderator.. for example.. but it seems with this i have to go setting many many other permissions .. im competely lost.. its very hard to understand how this system works.
for example.. just today i was able to post in a forum, and now all of a sudden i dont see the "create topic" button in that forum even tho i didnt touch that forums permissions, im logged in, im a global moderator, im set as founder..etc etc .. yet 5 mins ago i was able to post and now i cant..
anyway thats a side issue..

im not sure.. im not even sure what area of the cp that is i see many links and many areas to set permissions pertaining to groups..
if you mean group permissions.. i dont have an option in there to set ranks
when i go there and select the "global moderators" it bring be to an area i set permissions..
it has no option even in the "advanced" options to set ranks or anything
ah wonderful .. that link made all the difference..
tho i still see im having an issue
i have 5 moderators.. one of them is set as group leader
the group leader only seems to be the one with the "senior moderator" text under his name.
even tho the other 4 people are global moderators, and ive set the group "global moderators" to use the rank "senior moderator"

i have this set to no.. since i didnt know what i did
EDIT.. ya know what.. im still very confused about this.. what if i wanted to set just one person with a specific special rank.. i go to "users and groups/manage user.. i search for a user.. bring up his/her options. but i dont see any where in those options like i did in the group to set a rank
hehe.. sorry about this.. this permissions stuff is truly bewildering

Do they have no rank or a different one to senior moderator?

That makes their username the same colour as the group

just so you know, ranks and permissions have nothing to do with each other.
ranks are purely cosmetic. you can create a group, set up that group's permissions, then put people in that group and they will have those permissions.
if you wish to give that group a group rank, you can do that I believe.
you can give each rank an image or just the text etc.
I think you need to get the permissions issue fixed first, then worry about ranks later since that don't really matter .
if you put people in the default global moderator group, they will all have global moderator permissions.

Putting them in to the global moderators group will give them global mod permissions and clicking the text on that page where you add them to a group that says to make it their default, will turn the name green (or whatever colour you've chosen for the group).
