Having admin permissions and having moderator permissions have nothing to do with each other.
Having admin permissions just lets you in to the admin control panel. It doesn't mean you can moderate anything on the board. That comes from having mod permissions.

It's often server dependent so it doesn't know it's going to happen until you try it.
