"IF SCRIPT_NAME neq index" Not Working

Previously in 3.0.12, I used templates variables like this to show special elements in all pages except index:

But the above code doesnt work when used in 3.1 templates. What has changed?

Yes you are right. I just figured this out too. I missed the single quote. :) Thanks this does work:
